The Acer Inspire Tab 10 may only charge when it is turned off due to a power management issue. When the device is turned on, it may be using more power than the charging rate, causing the battery to remain at the same level or even drain while plugged in. By turning the device off, it allows the battery to charge without any power being used for other functions. This issue could be related to the device's hardware or software, and may require troubleshooting or a software update to resolve. **

To charge a battery using solar energy, you will need a solar panel to capture sunlight and convert it into electricity. Connect the solar panel to a charge controller, which regulates the voltage and current going into the battery to prevent overcharging. Then, connect the charge controller to the battery using appropriate cables. The battery will slowly charge as it receives energy from the solar panel. **
